When rain falls and lands on impervious surfaces such as parking lots, rooftops, and streets it can wash away soil and sediment.  Traditional drainage systems carry this water through a system of curbs, gutters, pipes, sewers and channels.  This water is then discharged into local rivers.  Much of this water is highly polluted with litter, vehicle fluids, pesticides, chemicals, nutrients and pathogens.  This polluted water can severely reduce water quality in lakes, rivers, streams and wetlands. 

The Minnesota Pollution Control Agency (MPCA) has designed a Stormwater Program to reduce the pollution and damage caused by stormwater runoff.  The MPCA was delegated permitting authority for Minnesota's National Pollutant Discharge Elimination System (NPDES) from the US Environmental Protection Agency.  The MPCA issues State Disposal System and NPDES stormwater permits.  Regulated parties, that hold stormwater permits, are required to control polluted discharges and must develop stormwater pollution prevention plans.

 

The Crow Wing Soil and Water Conservation District is a Stormwater Inspection Partner.  Staff from the SWCD conduct onsite inspections to determine compliance with permit conditions, applicable regulations and other requirements.  SWCD staff also provide training for construction site stormwater management.
